The Centre for Liveable Cities (CLC) in Singapore and the C40 Cities Climate Leadership Group (C40) have signed a Memorandum of Understanding (MoU) to foster climate-resilient cities. The agreement, announced during London Climate Action Week 2025, aims to advance global urban sustainability through joint research, strategic events, and knowledge-sharing platforms.
Signed by Mark Watts, Executive Director of C40, and Hugh Lim, Executive Director of CLC, this is the first formal collaboration between the two organisations. The move signals a shared commitment to develop liveable, regenerative urban environments.
Shared objectives in designing climate-resilient cities
With the urban landscape increasingly affected by climate extremes, the new partnership underlines the importance of integrating sustainability into city development. The MoU outlines key areas of cooperation, including leadership development, planning innovation, and the implementation of inclusive climate solutions.
“Through this partnership, we are advancing international engagement, shared learning, and collective climate ambition,” said Mark Watts. Hugh Lim added, “CLC Singapore is glad to partner with C40 in advancing knowledge sharing and innovation, especially in regenerative design.”
Both leaders emphasised the potential of cities to lead transformative climate action through sustainable infrastructure and inclusive policies.
Global dialogue on regenerative urban futures
The first initiative under the MoU was a high-level mayoral panel titled Urban Futures Reimagined, held on 25 June 2025 at Arup’s London headquarters. Organised by CLC and C40, in collaboration with Arup, the event featured Eirik Lae Solberg (Mayor of Oslo), Federico Gutiérrez (Mayor of Medellín), and Frederick Teo (CEO of GenZero).
The discussion focused on how regenerative urban planning is transforming global cities into inclusive, net-zero environments. Highlighting the role of nature-based solutions, compact urban growth, and community engagement, the panel showcased how climate-resilient cities can emerge through collaborative strategies.
Future actions under the CLC and C40 agreement
In addition to the mayoral exchange, the MoU sets the groundwork for long-term collaboration. Upcoming initiatives include capability development, joint research, peer learning, and curated platforms for sharing best practices.
As reported by C40 and CLC in their official press release, this partnership will help co-create a global network of cities better equipped to address the climate crisis while enhancing social equity and urban resilience.
